Club Penguin is a very big game, it needs a lot of upkeep and new ideas for games, places and adventures. None of this comes cheaply, the membership fee is needed to keep Club Penguin running. By only allowing members to have certain things like puffles and clothes, more people will become members and the game will just get better and better.
