Well, you can meet Rockhopper playing on Club Penguin and even become buddies with him if you look hard enough (or if you just get lucky!). His ship has to be in port though. As for the other penguins, they will often appear at the parties Club Penguin throws, even Aunt Arctic comes as she often needs a well deserved break from writing for the paper.
